My Dell Laptop Keyboard keeps giving me the smallest shocks

In Dell Laptop Keyboard between the keys, If I leave my fingers near the inbetween parts I feel very small shocks. The problem is that they actually hurt and it's getting to be really annoying. Is this normal or is there something I can do to fix it? Should I have to buy a new keyboard such as Sony Laptop Keyboard or Gateway Laptop Keyboard?
